Threats made over and via the Internet are difficult to investigate, unless the person making the threats is a fool. One could always use Tor or some anonymous proxy, spoof your MAC address, connect to an unsecured Wi-fi, use encryption, secure deletion, etc. Too much work, usually, to investigate, too much, usually, to prosecute.

The person who made the threats admitted to the crime.

The may be true, but perhaps the police feel (as do I) that it is somewhat unjust to prosecute someone for a crime which they freely admitted to when they, in the absence of such a confession, could have "gotten away with it." Nearly all email threats, Facebook threats, etc., are not ever prosecuted, most are not even investigated, because, as with most such cases, the individual in question can "defend himself/herself"; in this case, by simply by going into Facebook and changing his account options to "friends only," which will prevent strangers from posting to his Wall.

Perhaps the police have a conflict of interest which is impeding justice?

Johnny Gagliardi JR works in security on campus, and the person threatened is an alumnus who was going to be on campus.
