Of course you would interpret this as a BAD thing. The Church has allowed married priests in the East. The Eastern Churches were not required to give up the married priesthood during the Unions of Brest, Uzhorod, or the Melkite union in 1724. The Pope has the right to grant such exceptions in the Latin rite as he pleases. In this case, many people will become Catholic because of these ordinations.

Oh and if you think things were crystal-clear during the Union of Brest (which if it did not happen a lot of you Sedes would not have places to go to Mass to) just read the agreement of Union. As far as the filioque goes the document just says that "East and West fail to understand each other" and it seems to me that they just decided not to talk about it. In fact by the Union of Brest the Eastern Churches are not required to recite the filioque in their Creed.
