Usury is still a mortal sin...

I have firmly believed for a while that charging interest on loans is a mortal sin. It was at one time, therefore must be now, regardless of what anyone in the Church says is just. Is it also sinful to take out a loan that charges interest? Is it sinful to get a payday loan that charges crazy interest?
